Failure to Submit a Disinfectant Level Quarterly Operating Report (DLQOR)

The GOODFELLOW AIR FORCE BASE water system PWS ID 2260027 has violated the monitoring/reporting requirements set by Texas Commission on Environmental Quality (TCEQ) in Title 30, Texas Administration Code (30 TAC), Section 290, Subchapter F. Public water systems are required to properly disinfect water before distribution, maintain acceptable disinfection residuals within the distribution system, and report the results of the monitoring to the TCEQ on a quarterly basis.

Results of regular monitoring are an indicator of whether or not your drinking water is safe from microbial contamination.

This violation occurred in the monitoring period First Quarter 01/01/2017 – 03/31/2017

We are taking the following actions to address this issue:
    1. All Bioenvironmental Engineering personnel have been retrained on preparing, submitting and uploading the DLQOR.
    2. The report is due on the 10th of April, July, October, and January. The Drinking Water Program Manager and the Alternate will include DLQOR due dates, as a reminder, on their outlook calendar on the 5th of every month the report is due.
    3. The DLQOR will no longer be mailed to the State. The Program manager/Alternate will upload the DLQOR via STEERS by the 7th of every month the report is due.

NOTE: GAFB received a Notice of Violation (NOV) for failure to submit a routine chlorine monitoring report to the state for the 1st quarter of 2017. Although the report indicated that the GAFB water IS SAFE to drink, the violation was for failure to submit the report in a timely manner. There were no potential or actual adverse human health effects or environmental impacts. However, the posting of this NOV is mandated by the state as one of the corrective actions. Other corrective actions have been implemented to ensure timely submission of these reports in the future.
