2013 NCOA Vanguard Award Published Jan. 22, 2013 17th Training Wing Public Affairs GOODFELLOW AIR FORCE BASE, Texas -- Master Sgt. Christopher Doggett, 17th Training Group flight chief, was selected as the Air Education and Training Command recipient of the 2013 Non-commissioned Officer Association Vanguard Award. The NCOA Vanguard Award recognizes enlisted members who perform a heroic act, on or off duty, which result, in saving lives or prevent injury. The act must be a voluntary action initiated by the nominee and not a result of directions or orders. It must have been a legitimate attempt to save lives or prevent serious injury to another person or persons and not an act of bravado. Doggett was one of 26 military veterans in the Midland, Texas, "Hunt for Heroes" Parade, Nov. 15, 2012. He was on a float carrying 25 other passengers when it was struck by a train. After triaging several other accident victims, Doggett fashioned and applied a tourniquet to a victim, whose leg was severed, and administered cardiopulmonary resuscitation to restore breathing, thus saving the victim's life.
