West Texas is experiencing the worst drought in nearly a century, and drought conditions are expected to continue through the 2012 summer. In response to decreasing stored water supplies, the San Angelo City Council on April 17 approved implementing Drought Level II restrictions effective May 1. Drought Level II signals that San Angelo has less than 18 months of stored water available.

In Drought Level II conditions, more strict water restrictions will be imposed by the City of San Angelo. Outside water use will be limited to once every seven days from April 1 to October 31. It is further reduced to once every 14 days from November 1 to March 3, 2013. Additionally, watering isn't allowed between noon and 6 p.m., and watering of "new landscape" is not allowed. During this time, off-base San Angelo residents will experience an extra surcharge on residences that use more than 10,000 gallons per month. Residents of Goodfellow Family Housing will be required to comply with the City Drought Level conditions. However, under current family housing policies residents will not be affected by the water surcharges, as the BAH allowance includes water usage.

The main purpose of the new watering restrictions is to preserve existing stored water supplies by slowing the use of water in San Angelo. Should water supplies drop below 12 months of storage, the City of San Angelo could implement Drought Level III conditions. Drought level III further restricts usage and adds additional surcharges to high-water users.
