Construction affects Kearney Boulevard traffic Published Feb. 27, 2012 17th Training Wing Public Affairs GOODFELLOW AIR FORCE BASE, Texas-- -- There will be phased closures of north and south bound lanes on Kearney Boulevard from now until April 12 due to the installation of three new solar powered crosswalk lighting systems. Phasing will ensure that either the north bound or south bound lane at each of the three work locations will remain open to allow traffic to continue at all times on Kearney Blvd. This will result in two way traffic in either the north bound or south bound lanes during construction. The first phase begins Feb. 27 after 5 p.m.
