"During this period, the wing provided superior Intelligence, Surveillance and Reconnaissance, and firefighting training for more than 27,000 Airmen and joint partners, shattering all previous records of production by nearly 25 percent despite operating in a harsh fiscal environment," as stated in the citation accompanying the award. This award also recognizes other wing accomplishments during the aforementioned time period, which included revamping training curricula, building two new student dormitories, returning one of two dining facilities to service, opening a Consolidated Learning Center, providing critical service to combatant commanders, and earning an "Excellent" rating in Goodfellow's first-ever Consolidated Unit Inspection. According to the Air Force Personnel Center, the Air Force Outstanding Unit Award is awarded by the Secretary of the Air Force to numbered units that have distinguished themselves through exceptional meritorious service or outstanding achievement, which clearly sets the unit above and apart from similar units. "This award is a testament to the sustained, high-level of performance and excellence all across our wing," said Col. Kimberlee Joos, 17th Training Wing Commander. All members permanently assigned to the 17th TRW during the award timeframe are authorized to wear the Air Force Outstanding Unit Award ribbon. "All applicable permanent party members of our wing should be justifiably proud and take great pride in this award," added Col. Thomas Schmidt, 17th TRW Vice Commander.
